Section 32 of the Resource Management Act 191 requires that for each proposal a report is produced that:
- evaluates the appropriateness of the proposal in achieving the purpose of the Resource Management Act
- identifies and assesses the benefits and costs of the environmental, economic, social and cultural effects
- assesses the risk of acting or not acting if there is an uncertain or insufficient information.
